Initial Coordination in Bener Meriah and Aceh Singkil District

Karst Aceh in five days (26-29 January 2013) has built the initial coordination with BPBD Bener Meriah and BPBD Aceh Singkil

INTRODUCTION

 

In order to mobilize Karst Aceh’s staff to the working area and start up the project in two districts, Karst Aceh in five days (26-29 January 2013) has built the initial coordination with the District Agency for Disaster Management (BPBD) in two districts that mandated by IOM, namely BPBD Bener Meriah and BPBD Aceh Singkil. Initial coordination is also necessary to unify the vision and mission of the activities of Karst Aceh as IOM implementing partners in each district.

UNDERSTANDING

 

The scope of activities, both purpose and mechanism of implementation basically has been understood by BPBD in both districts. The scope of the agreement is:
RISK COMPONENT
In this mobilization, Karst Aceh has presented risk components in two districts that mandated by IOM. Based on data from the National Disaster Management Agency (BNPB), disaster index for Bener Meriah is high (score = 66) and for Aceh Singkil (Score = 74). According to these data, the scores was categorize in high vulnerability.

PURPOSE OF ACTIVITY
In this mobilization, Karst Aceh presented three main objectives of all activities to be carried out: 1) Increased capacity of BPBD, 2) the integration of the various parties within the framework of disaster management and preparedness areas prepared and coordinated by BPBD, and 3) Increase public participation in the planning and implementation of the Disaster Management Plan.

 

 

THE ACTIVITIES

Indifferent with agreement that has been mandated by IOM, Karst Aceh presented three main activities to be carried out, namely: 1) Training GIS and Mapping, 2) Disaster Risk Map, and 3). Develop of Disaster Management Plan document that signed by Bupati or Sekda.

 

TIME AND PLACE

The schedule of activities to be implemented in each district is 14-15 month, start from signed date of service agreement between IOM and Karst Aceh. Detailed times for each activity that Karst Aceh presented to each BPBD as follows:

OUTPUT
On this event, Karst Aceh presented to develop DM Plan in two districts will be required formulation of data and maps that related to the three components of risk reduction, namely: Hazard, Vulnerability, and Capacity. These three components will be analyzed in disaster risk map document and will be summarized in Disaster Management Plan document.
Based on Indonesian Disaster Information and Data (DIBI) and Aceh Disaster Information and Data (DIBA) there are 7 (seven) type of hazards in Bener Meriah and 6 (six) hazards in Aceh Singkil. The type of each hazards in two districts as follow are:

The types of activities based on the activities to be carried out, Karst Aceh presented as follows:
GIS and Mapping Training

  1. GIS and mapping training will be conduct in five days for basic training and three days for advanced training.
  2. The participants based on the specific requirements and will be further coordinated by IOM.

Who Involves in Technical Team

In order to achieve producing such documents (disaster risk map and DM Plan) there is a need to involve stakeholders, the understanding occurred during the mobilization that Karst Aceh will prioritize to involve related actors/stakeholders as mandated by BNPB considering on what hazard/threat we will be focused on. The technical team members to be affirmed by the Decree of Bupati or District Secretary (Sekda).

 

BNPB utters to accommodate varied actors/stakeholders in developing both documents including government bodies (dinases), non-governmental organization, mass-media, community, private and university/college. The following is the list of institution that will be involved in each district:

Understanding

 

During mobilization, Karst Aceh and BPBD Aceh Singkil and Bener Meriah agreed that Karst Aceh’s staff (district coordinator) will be based in BPBD office in each district. District coordinators will work closely with IOM staff maintaining the process to achieve expected outputs of the project. It was also discussed that the Bupati/Sekda Decree on Technical Team establishment to be afforded by tripartite (Karst Aceh-IOM-BPBD) upon IOM coordination as recommended by BPBD and Karst Aceh considering the discussion result in Banda Aceh previously.

 

On that opportunity, Karst Aceh also emphasized that BPBD/Government staffs (technical team members) will be not receiving any type of incentive regarding the project activities based on Karst Aceh and IOM coordination following Head of BPBA Decree stating that BPBD staff will not receive any incentive except from his/her institution.

 

Miscellaneous

–          Following RAKORNAS/Anniversary of BNPB, head of BPBD (in Aceh Singkil and Bener Meriah) and a numbers of his staffs (3-4 staffs) will not be around the office until February 11th as they will attend such event.

–          There is a rumor on the air that there will be large ‘mutasi’ (government official transfer) in Aceh Singkil following the Bupati replacement some time ago, based on discussion with IOM staff in Aceh Singkil agreed to postpone such activities awaiting the official transfer completion, but Karst Aceh staff in Aceh Singkil will maintain the activities that not directly influenced by the ‘mutasi’ such as data collection from dinases and related institutions.

–          The delay occurred as the mutasi in Aceh Singkil anticipated to make Karst Aceh difficult to complete the scheduled activities; the discussion on this is needed.

Karst Aceh also met with two SurfAid staffs in Aceh Singkil named as Agus Setiawan and Ima, both of them explained that SurfAid has drafted the DM Plan of Aceh Singkil which is being discussed by their consultant (Mr. Iskandar Leman of MPBI) to BNPB. It obvious that in developing the plan, SurfAid have not initially developed the risk map, then the development of the plan was not based on the map. The discussion on this is also needed.
